Armando Bermeo was President of the Supreme Court of Justice in 2003.   Bermeo is linked to the Democratic Leftist Party along with his co-ideologist, Juan Falconi. Bermeo was also a legal advisor for the Rodrigo Borja administration and during that time coincided with others like Falconi, implicated in the notorious corruption case of “the French locomotives that never worked”.

He issued the inflammatory indictment during the trial against Roberto and William Isaias and others, without specific individual responsibilities or charges, citing alleged evidence that was not introduced into the case and attributing false statements supposedly made by the auditing firms. In the reports of said audits, there was no mention of what Bermeo had stated in his ruling.
