She was appointed by a Constituent Assembly resolution as Superintendent of Banking and Insurance.  She remained in office from November 2007 to December 3, 2010; where she was on the verge of impeachment for obstructing information on the bankruptcy of the state held banks.

In spite of the agency’s necessary independence Sabando was part of Correa’s inner most circles. However, that did not impede her boss from reprimanding her for the slow liquidation of the closed banks. She was also appointed by Correa to manage the AGD and administered some of the banks liquidated during the banking crisis at the end of the last century.
